Abstract: Small plot field experiments were conducted to
assess the yield response of Superior potatoes to various levels
of Colorado potato beetle, Leptinotarsa decemlineata (Say),
defoliation during different potato plant growth stages. A
pretransformed, weighted defoliation rating scheme was used to
quantify leaf area loss from Colorado potato beetle feeding.
Preliminary defoliation action or treatment thresholds were
developed and evaluated in large plot experiments where the
defoliation thresholds were compared with a conventional program
in which insecticide was applied based on potato beetle numbers
per plant. Use of the defoliation thresholds for timing of
insecticide resulted in a reduction in the number of sprays with
no significant reduction in tuber yield, compared with the
conventional program. Action thresholds of 20% (plant emergence
to early bloom), 30% (early bloom to late bloom) and 60% (late
bloom to harvest) are proposed for use in eastern Virginia and
are defined as the maximum level of potato beetle feeding damage
(foliage loss) before yield loss occurs, given the usual, dry
potato-growing conditions prevalent in eastern Virginia.
Guidelines for use of the defoliation action thresholds in a
Colorado potato beetle management program are presented.

development issues are important contemporary areas of debate.
This paper argues that the two processes are a consequence of a
set of forces operating in our global system. It outlines a
number of conceptual interactions between the two phenomena and

implications that appear to be logical extensions of the
arguments presented.

Abstract: Control of agricultural policy making by the
agricultural establishment has been challenged by a wide range
of interests concerned with the externalities of modern
industrialized agriculture. An externalities/alternatives or
"ex/al" coalition appears to be an emerging force in agricultural
policy debates. We surveyed three alternative agriculture
groups, three conventional agriculture groups, and a
statewide sample of farmers to learn whether each category forms
a distinct, unified interest group whose perspectives on
agricultural policy diverge substantially from the others'.
There is considerable similarity among the alternative
agriculture groups and among the conventional agriculture
groups, the differences between them being much greater than
the differences within each category. The statewide farmer
sample is generally intermediate between the two sets of interest
groups, but is closer to the conventional perspective on most
issues.

Abstract: Management of winter wheat (Triticum aestivum
L.) should include N fertilization, crop protection, and
seeding rates that allow efficient production based on cultivar
and environmental yield potential. These studies were conducted
to evaluate regionally grown cultivar responses to crop
management systems in northern Idaho. In three environments,
four cultivars were grown using management treatments (MT)
similar to current recommended practices (MT3); a treatment with
conservative N fertilization (MT2); a low input treatment with
lower N, lower seeding rate, and minimal herbicide (MT1); and
a high input treatment with higher N with split applications,
plus a fungicide and growth regulator application (MT4). Data on
grain yield, protein, test weight, plant height, and
lodging were collected in all studies. In the two studies in
1992, leaf tissue N and soil N were analyzed and yield
components were determined. Environment X MT and environment X
cultivar interactions were found for grain yield, test weight,
and protein. In 1991 at Moscow, the hard red wheat 'Weston'
produced the highest grain yields across MTs and was the only
cultivar to produce highest yields with MT4. Also in that
environment, the three soft white cultivars produced higher
yield and test weight and lower protein in MT2 than in MT3. In
1992 at Potlatch, limited soil water restricted yield, and
MT1 had lower yields than other MTs, but protein content
increased with higher N fertility. At Moscow in 1992, agronomic
performance appears better in MT1 than in other treatments due to
abundant early vegetative growth in the higher N fertility
treatments that was followed by a soil water deficit throughout
reproductive stages. Weston produced the lowest. components were
positively correlated to yield, indicating treatment
differences were influencing yield throughout several plant
growth stages. High inputs (MT4) can be beneficial under some
circumstances, but conservative N fertilization with
conventional practices (MT2) gave the best overall agronomic
performance across the tested environments and cultivars.

Abstract: In recent years, publicly funded
agricultural science at land grant universities (LGUs) has come
under increasing criticism by those who argue that LGUs have
contributed to an industrial mode of agriculture that is neither
ecologically nor socioeconomically sustainable. The views of
critics and defenders of modern industrial agriculture reflect
two competing perspectives on agriculture--an alternative and a
conventional paradigm. Utilizing a 24-item alternative-
conventional agriculture paradigm (ACAP) scale, this study
analyzes the paradigmatic positions of faculty in the College of
Agriculture and Home Economics at Washington State University.
Results reveal that the faculty are slightly more conventional
than are farmers statewide, slightly less conventional than
proponents of conventional agriculture, and far more
conventional than known alternative agriculturalists. When
looking at particular elements of the agricultural debate,
however, the faculty tend to be more conventional than farmers
on the socioeconomic elements of the competing paradigms but
considerably less conventional on elements dealing with
ecological and conservation issues. Women, younger faculty,
non-land grant educated faculty, and faculty not raised on
farms are somewhat more likely to endorse the alternative
agriculture paradigm than are their counterparts. These
differences are minor, however, compared to the differences
across academic disciplines. Faculty of departments oriented to
the social sciences (with the exception of agricultural
economics) tend to most strongly endorse the alternative
paradigm, while faculty from the more production-oriented
departments and agricultural economics are the most conventional.
Possible implications of the findings are discussed for the
future of publicly-funded agricultural science.

Abstract: During the growing seasons (May to October) of
1987 and 1988 respectively five and four different rates of N
were tested on maize (Zea mays L.) at 12 different field sites
across the Southern Guinea Savanna of Nigeria. Nitrogen was
applied through granular urea (size +14 mesh), ordinary prilled
urea (-35 mesh) and calcium ammonium nitrate. Marked differences
existed among experimental sites in maize grain yield response to
N with Yelwa and Ta-Hoss in Plateau State having the highest
response at 60 and 90 kg N ha(-1) respectively. During 1988, at
five experimental sites the yield was maximized with 120 kg N
ha(-1), while at three other sites the yield maximization
occurred at 90 kg N ha(-1). During 1987, the corresponding
number of sites was two and six with 120 and 90 kg N ha(-1)
rates, respectively. Plant height and cob number exhibited a
linear relationship with yield. Differences in yield in response
to application of different N sources were non-significant.

Abstract: We coupled a nonlinear mathematical
programming model with sensitivity analysis and evaluated some
economic barriers to adoption of low-input agriculture by farmers
in Richmond County, Virginia. Collection of primary data made
the model more realistic. We analyzed potential barriers to
adoption, including poultry litter price, yields, labor
requirements, and variable input costs. We found the adoption
of low-input practices to be sensitive to the price of poultry
litter and relatively insensitive to yields, labor
requirements, and variable costs. However, when several of
these harriers are combined, the model predicts that farmers
would use conventional practices. Therefore analysis of the farm
as a system rather than practice by practice is important when
identifying the effects of economic barriers.

Abstract: The Bolivian Institute for Agricultural
Technology, with financial and technical backing from
USAID/Bolivia, has recently intensified its efforts to develop
and promote cropping systems to serve as alternatives to coca
cultivation in the Chapare region of Bolivia. A study was
conducted in which 85 farmers were visited and interviewed in
order to identify problems faced by farmers of the Chapare,
understand the farming practices of the region, and determine
the attributes of the new crops that were contributing to their
adoption or rejection. Interviews were conducted in an informal
manner using an interview guide consisting primarily of open-
ended questions. The results of this study indicate that the
capital outlay required and the expected profitability, both
economic and otherwise, are the attributes of the new crops
which most strongly influenced farmers' initial
adoption/rejection decisions. The major obstacle to innovation
adoption in the Chapare seems to be new crops whose adoption
presents unacceptably high levels of risk coupled with low
anticipated profitability. Recommendations for the development
of the alternative crops program and the Chapare region conclude
the paper.

Abstract: As concern about the long-term viability of
our food and fiber system has grown, many agricultural research
administrators, prominent scientists and policymakers have
focused increasing attention on the important research and
educational needs in sustainable agriculture. Colleges of
agriculture should be important in meeting the challenges of
sustainable agriculture; a central question is whether they are
adequate for the task. This paper highlights several individual
and institutional constraints that limit the ability of these
colleges to address the needs: 1) assumptions and biases
regarding the relationship between humans and nature, and the
concept of progress, 2) the demographic characteristics,
education, and experience of research scientists, 3) the
specialized departmental organization of research institutions;
4) imbalances among analyses on the molecular, cell, organism
and ecosystem levels; 5) emphasis on farm level analysis and
technology development; 6) new agricultural biotechnologies that
may overemphasize short-term, narrow technical considerations
and proprietary products; 7) compartmentalization of education by
discipline, and the limited informal and field experiences for
students; 8) the background and education of current Extension
Service agents, 9) the emphasis on economic effects in research
impact assessments, to the neglect of environmental effects and
social consequences for farmers, rural communities and society
at large; 10) limited capability for comprehensive public policy
analysis. Despite these limitations, new research agendas and
college programs are effectively addressing many needs of
sustainable agriculture systems. To be more successful, these
efforts must be broad-based and sensitive to a wide range of
issues, and must include all participants in the system.

Abstract: The problems facing farmers in the Esperance
Sandplain region of Western Australia--salinity, herbicide

Abstract: Labor requirements, production costs,
yields, and economic returns were evaluated for conventional
and reduced-chemical cropping systems in northeast Iowa from 1978
to 1989. Continuous corn (C-C) and corn-soybean (C-Sb) rotations
represented the conventional system; a corn-oat-meadow (C-O-M)
rotation represented the reduced-chemical system. The C-C and C-
Sb rotations used both commercial pesticides and fertilizers. The
C-O-M rotation used manure for fertilization and applied
pesticides only in emergencies. Operations for all systems were
implemented by one farm manager. The C-Sb rotation had the
highest corn yield over the 12-year period, and the C-O-M
rotation the lowest. The corn within the C-O-M rotation,
however, produced the second highest average return to land
labor, and management. With costs of production substantially
lower than the conventional systems, the C-O-M corn crop had
competitive returns despite lower-yield. The C-Sb average return
to land, labor, and management was significantly higher than
for the other systems. Hourly labor charges of $4, $10, $20,
and $50 had little effect on the rankings of economic returns.
Because of unusually high alfalfa reseeding costs and low average
oat yields, returns to the C-O-M rotation were significantly
lower than C-Sb but comparable to C-C. With better alfalfa
establishment and higher average oat yields, the reduced-
chemical system might have been competitive with the C-Sb
conventional system.

Abstract: Conventional management practices have been
associated with increased soil erosion and organic matter loss
and the contamination of surface and ground water. Alternative
agriculture systems which minimize external chemical inputs and
degradation of soil and water resources represent alternatives to
conventional management practices. Four different management
practices were compared on an alluvial silty loam soil cultivated
to grow corn (Zea mays L.). The effects of conventional and
reduced tillage and of different chemical inputs on the
distribution of phosphorus (P) concentration and on soil porosity
were investigated. Results showed that the highest P content was
detected in the topsoil (0-10 cm) of the minimum tilled plots
even though the amount of P fertilizer added was much lower than
the amount added in the conventionally tilled plots. The total
porosity was significantly higher in the minimum tilled soil and
was related only to the tillage technique. Since the higher
porosity was mainly due to the higher proportion of elongated and
regular pores, the minimum tilled soil appeared to be more
resistant to physical stresses and characterized by a higher
biological activity.

Abstract: Why do certain full-time farming operations
embrace low-chemical input production practices and not others?
Historical records of production from 25 randomly sampled
participants reflecting the conventional approach to production
were systematically compared with 14 purposively-chosen low-input
farming operations in three Iowa counties. Empirical indicators
revealed a consistent relationship between increasing scale and
chemical use intensity. In addition, younger family farm
operators were more likely to adopt low-input practices. The
causal mechanisms that account for these differences in chemical
use are presented and related to long-standing debates regarding
farm structure and class differentiation in capitalist
agriculture.

Abstract: Can a farmer's paradigmatic attitudes predict
the actual production system used? Data on actual production
practices were collected from a statewide random sample of
agricultural producers in Nebraska and used to evaluate the
research question. Findings suggest that a relationship does
exist between production practices and world view, with
specific attitudes related to agricultural production practices.
These attitudes are especially salient when it comes to the
importance of community in maintaining quality of life among
agricultural producers.

Abstract: Farm fields are traditionally fertilized as
one homogeneous soil unit. Most fields, however, contain two
or more soils with different crop yield potentials. This study
was conducted to (i) measure crop yield differences between
contrasting soils within fields, and (ii) compare the economics
of "farming soils, not fields," where contrasting soils in a
field receive different vs. uniform rates and formulations of
fertilizer. Crop yield variability studies were conducted along
1600 ft transects across several soil units in each of four
fields during 1987. Grain yield, test weight, and returns
over variable costs varied greatly among soil units in each field
(P <0.05). Soil fertility studies also revealed differences in
grain yield, test weight, and returns among soil units in
five fields during 1987 and 1988. Fertility studies indicated
yields were similar for small grains when recommended fertilizer
treatments were applied as soil unit treatments rather than as a
field treatment. Returns were $2.06 to $5.14 greater per acre
for the soil treatment than for the field treatment in three of
five fields, but overall, the returns were not significantly
different. A recommended fertilizer treatment was not always the
optimum treatment, however. In two fields, additional returns
of $21.68 to $23.51/acre resulted when optimum soil treatments
were applied rather than the field treatment. The data reveal the
importance of appropriate crop yield goals, accurate soil
tests, and reliable fertilizer recommendations when developing
a strategy for generating greater returns by farming soil, not
fields. Given these caveats, our work suggests that farming
soils, not fields will increase fertilizer profitability.

Abstract: Studies were conducted for 2 years in root-
knot-nematode-infested soils to determine growth and yield
response of 'Dasher II' cucumbers (Cucumis sativus L.) to double-
cropping with nematode-resistant tomatoes (Lycopersicon
esculentum Mill), using nematode-free cucumber transplants and
preplant treatment with ethoprop nematicide. Cucumbers grown
following the nematode-resistant 'Celebrity' tomato during the
same season produced significantly more plant dry weight, more
fruit per plant, and higher premium and total yields than did
cucumbers double-cropped with the nematode-susceptible 'Heatwave'
tomato in both years. The cucumber produced longer stems in 1992
and fewer culls in 1993 following resistant tomatoes. Cucumber
plants raised in nematode-free soilless mix for 3 weeks before
transplanting produced significantly longer stems and more plant
dry weight than did direct-seeded cucumbers in 1992, but not in
1993; however, they produced significantly higher premium yield
in both years, and higher total yield, more fruit per plant,
and fewer culls in 1993. Preplant treatment with ethoprop
significantly increased cucumber stem length, dry weight,
premium and total yield, and number of fruit per plant in 1992
but not in 1993. Ethoprop treatment had no effect on the
percentage of culls in either year.

Abstract: Interest in prescription farming has grown as
the technology necessary for its implementation has become
available. The central concept of prescription farming is that
materials (chemicals, fertilizers, seeds) are optimally
applied as a function of position within the field. Therefore,
profits are maximized and potential adverse environmental
effects are minimized. Our objective was to describe how fuzzy
logic could be used to develop a crop yield simulator for
assessing spatial variability with sufficient accuracy for
optimizing application rates. The method is based on predictive
yield models developed using field-scale research techniques. Two
conceptual, expert system models were developed using fuzzy
logic rules. In one model, chemical and physical
characteristics of the soil were measured and combined with local
meteorological data as input parameters. In the other model,
soil properties were estimated rather than measured. The fuzzy
logic rule sets were implemented using a spreadsheet. Rule sets
were developed to simulate yields for two 16-ha fields in central
Iowa. Predicted yields were then compared with measured yields
for those fields. Our results indicate that on a relative basis,
predicted yields generally agreed with measured yields.

Abstract: Amaranth is an alternative grain crop that
shows significant promise in the U.S. A geographic information
system (GIS) was used to analyze the most suitable regions for
growing amaranth in Missouri GIS software provides tools to
manipulate and display geographically based information, in
this case the factors affecting amaranth's suitability. Of
several such factors considered, the ones used were soils,
rainfall, sorghum production, disease potential, and labor
availability. Soil, rainfall, and disease information were
assumed to be direct factors in yield potential. Current sorghum
production areas were considered likely areas for amaranth
production, given the similarities between the crops. Labor
availability also was assumed to affect adoption, since
amaranth requires more labor than traditional grain crops. The
analysis showed that central and southeastern Missouri would be
the most favorable areas for amaranth production. Other suitable
areas are along the Mississippi and Missouri river valleys and in
western Missouri. This GIS approach can be modified to include
additional factors and refinements, and could be used with
other alternative crops or for other regions of the country.

Abstract: This paper summarizes recent achievements in
exploiting new biological nitrogen fixation (BNF) systems in rice
fields, improving their management, and integrating them into
rice farming systems. The inoculation of cyanobacteria has been
long recommended, but its effect is erratic and unpredictable.
Azolla has a long history of use as a green manure, but a
number of biological constraints limited its use in tropical
Asia. To overcome these constraints, the Azolla-Anabaena system
as well as the growing methods were improved. Hybrids between A.
microphylla and A. filiculoides (male) produced higher annual
biomass than either parent. When Anabaena from high temperature-
tolerant A. microphylla was transferred to Anabaena-free A.
filiculoides, A. filiculoides became tolerant of high
temperature. Azolla can have multiple purposes in addition to
being a N source. An integrated Azolla-fish-rice system developed
in Fujian, China, could increase farmers' income, reduce
expenses, and increase ecological stability. A study using
Azolla labeled with N showed the reduction of N losses by fish
uptake of N. The Azolla mat could also reduce losses of urea N
by lowering floodwater-pH and storing a part of applied N in
Azolla. Agronomically useful aquatic legumes have been explored
within Sesbania and Aeschynomene. S. rostrata can accumulate more
than 100 kg N ha-1 in 45 d. Its N2 fixation by stem nodules is
more tolerant of mineral N than that by root nodules, but the
flowering of S. rostrata is sensitive to photoperiod. Aquatic
legumes can be used in rainfed rice fields as N scavengers and N2
fixers. The general principle of integrated users of BNF in rice-
farming systems is shown.
