NAL maintains an active international publications Exchange Program as part of its acquisitions strategy. The Library provides USDA publications to foreign and international institutions which in turn provide their agricultural titles to NAL. The Library currently has over 6,000 exchange partners and gift sources throughout the world, including agencies of foreign governments at the national and local level, and institutions of higher learning, international organizations, and libraries both in the U.S. and abroad. NAL receives an estimated 70,000 pieces annually as a result of its Gift and Exchange Program.

To participate in the NAL Exchange Program, a prospective exchange partner should send a list and sample issues of publications that it offers. NAL will select titles from this list and provide the list of USDA titles available for exchange. Generally, titles are exchanged on a title per title basis, assuming materials exchanged are of approximately equal value.
