Abstract: A recent focus of water quality policy discussions has
been the trading of pollution abatement between point and
nonpoint sources. Point-nonpoint trading would allow point
sources to sponsor nonpoint source controls rather than install
further controls of their own. If nonpoint source loadings are
significant and the marginal costs of their control are lower
than for additional point source controls, water quality goals
could be met at lower cost with trading. We isolate difficulties
particular to incentive policies such as point-nonpoint trading
and then screen coastal watersheds for those satisfying
conditions that play a major role in determining whether trading
can improve water quality. We follow the recent Coastal Zone Act
Reauthorization Amendments in emphasizing agriculture, the single
largest cause of nonpoint source pollution. Our screening
analysis provides an initial, empirical assessment of the
feasibility of trading for managing agricultural land use to
protect coastal water quality. We also illustrate the additional
analysis required to quantify the potential for successful
trading in those watersheds which meet our screening criteria.

Abstract: Mussels (Perna perna) harvested on the coast of
Ubatuba, in three different stations in the State of Sao Paulo,
Brazil, were examined for Vibrio spp. over a 1 year period. The
ranges of most probable number (MPN 100 g-1) were: Vibrio
alginolyticus (< 3-24000), V. parahaemolyticus (< 3-24000), V.
fluvialis (< 3-1100), Y. cholerae non- O1 (< 3-23), V. furnissii
(< 3-30), V. mimicus (< 3-9) and V. vulnificus (< 3-3). The
highest incidence was observed for V. alginolyticus (92-100%),
followed by V. parahaemolyticus (67-92%), V. fluvialis (34-67%),
V. vulnificus (8-17%), V. furnissii (0-17%), V. mimicus (0-17%)
and V. cholerae non-O1 (0-8%). Tests for virulence factors were
positive in 34.1% of the vibrios in the rabbit ileal loop and
31.7% in the Dean test. Positive results in the Kanagawa test
were obtained with 0.51% of V. parahaemolyticus strains. The mean
values (MPN 100 g-1) of faecal coliforms in mussels from the
three regions varied from 1100 to 4400, and seawater collected at
the same stations gave average values for faecal coliforms in the
range 18-3300 MPN 100 ml-1 These results highlight the potential
risks of food poisoning associated with raw or undercooked
seafood.

Abstract: In this paper we consider the market-level impacts of
factor- augmenting innovations designed to reduce the use of
fertilizers and pesticides, first within the context of a simple
two-factor model, and then through a simulation model of the
U.S.corn market. In both models, the impacts depend on the output
demand elasticity and input substitution elasticities. The
principal conclusion of the simulation analysis is that the
potential for new techniques to reduce the use of agricultural
chemicals is limited. Capital-augmenting innovations would
actually raise fertilizer and pesticide usage. Land-augmenting
innovations would also tend to increase pesticide usage.
