Dear Dr. McMillen:
The Environmental Monitoring and Support Labortory - Cincinnati of the
U.S. Environmental Protection Agency wishes to participate in the interlaboratory study for 2,3,7,8~tetrachlorodibenzo-p-dioxin. The following
provides the information requested in your RFQ dated 25 June 1981.
1. EMSL-Cincinnati will participate on a voluntary basis without
compensation.
2. EMSL-Cincinnati will use a Hewlett-Packard 5993-B GC/MS which is
equipped with a splitless capillary inlet system and a glass 0.75
mL/min molecular leak column-to-source interface. Sample preparation will be performed in the EMSL-Cincinnati Controlled Toxic
Substance Handling Area. Either the Silar IOC or a SE-54 capillary
column will be used for the analysis.
3. The Principal Investigator (PI), has satisfactorily participated in
the interlaboratory studies for Method 605-benzidines; Method 609nitroaromatics and isophorone; and Method 610-polynuclear aromatic
hydrocarbons and has over 3 years experience using the HP 5993B
GC/MS system. In addition, the staff of the Physical and Chemical
Methods Branch of EMSL-Cincinnati has also participated in the
inter laboratory studies for Methods 604-phenols, Method 606phthalates, Method 607-nitrosamines, Method 608-pesticides and PCBs,
and Method 612-chlorinated hydrocarbons.
4. The Safety Protocol to be used in this study is attached as a
separate document.
The bulk of the work will be done in Room 576-B of the Andrew W.
Breidenbach Environmental Research Center. This room is the
EMSL-Cincinnati Controlled Toxic Substances Handling Area and is
equipped with the following-safety-features.

of toxic compounds
Lab Hood, stainless steel lined, average face velocity 113 cfm;
equipped with pressure alarm, HEPA and charcoal filters
Stainless steel bench tops
Hand and eye wash facilities
Entry and exit through shower
Sprinkler system and triclass dry chemical fire extinguisher
Explosion proof refrigerator
Locking doors equipped with glass window
Intercom to other personnel
The room is under negative pressure

5 and 6. The study will be conducted in the Physical and Chemical
Methods Branch, John F. Kopp, Branch Chief, by members of the
Organic Analysis Section,&gt; James J. Lichtenberg, Section Chief.
The PI (Denis Foerst) and his buddy (Thomas Bellar) report
directly to James J. Lichtenberg.
Denis Foerst, resume enclosed, will be responsible for all aspects of
this study and will perform all sample preparation steps and all
analyses during both the prestudy and the interlaboratory study. Thomas
Bellar will act as the "buddy" to assist the PI only during an emergency.

Young Collection on Agent Orange comprises 120 linear feet and spans the late 1800s to 2005; however, the bulk of the coverage is from the 1960s to the 1980s and there are many undated items. The collection was donated to Special Collections of the National Agricultural Library in 1985 by Dr. Alvin L. Young (1942- ). Dr. Young developed the collection as he conducted extensive research on the military defoliant Agent Orange. The collection is in good condition and includes letters, memoranda, books, reports, press releases, journal and newspaper clippings, field logs and notebooks, newsletters, maps, booklets and pamphlets, photographs, memorabilia, and audiotapes of an interview with Dr. Young.&lt;/p&gt;&#13;
