that DCA/CCTC would provide proprar.iminp support including computer manipulations and
cirraiij-.oncnt with a contractor to bt designated by DCA/CCTC to accomplish data keypunching
under an existing contract. TAGO will transfer the necessary funds to DCA/CCTC to provide
reimbursement for contractor keypunch support.

SUMMARY
1. The Army Agent Orange Task Force (AAOTF) is tasked to provide extensive informat ion
to the Veterans Administration Epidemiological Studv for its pilot study by 31 December
1982, and the Centers for Disease Control in Atlanta, Georgia, in support of its Vietnam
Veteran Birth Defects Study (initial data to conuneru-e on 30 September 1982). AAOTF
staffing with the Automation Management. Office (AMO) and Defense Communications Agency's
Command and Control Technical Center (DCA/CCTC) has resulted in the following arrangements to assist AAOTF in meeting these suspense dates:
a. AAOTF will provide the pertinent completed data entry sheets to DCA/CCTC. These
data entry sheets will be used by the DCA/CCTC contractor to keypunch data for inclusion
in three data bases. (Format specifications for data entry sheets arc attached.) One
data base, the Services HERBS data base, will provide information on base perimeter,
riverine, and all other identified spray missions not included on the RAKC11 HAND data
base. The second data base, the unit location data base, will provide the daily location (K) of the units from all services that will be involved in these studies. The.
third data base, a personnel identification data base, will contain the necessary personnel elements on the 1800 individuals involved in the VA Pilot Epidemiological Study
and the 1000 veterans involved in the CDC Birth Defects Study.

b. Every other Friday the contractor will provide tapes and printouts to DCA/CCTC.
Upon conclusion, the contractor will provide a separate IBM, 9 track, blocked, F.BCIDIC,
&gt;^^.J600 BPI magnetic tape of all keypunched data for each data base.
c. Using existing software, DCA/CCTC will match the. unit location data bast; against
the RANCH HAND and Services H.F.RBS data bases. This will establish the level of herbicide
exposure for each unit by depicting the number of times it was exposed to each type of
herbicide. DCA/CCTC will then match these exposures against the personnel identification
data base to determine each individual's level of- exposure.
d. DCA/CCTC will provide printouts and tapes to AAOTF upon request. It is anticipated that such requests will be every ether week during the initial phase of the
operation and monthly thereafter.
e.

The anticipated volume of data entry support to be contracted is:
(1) Services HERBS data - 10,000 records.
(2) Unit location data (a) Epidemiological Study - 21,900 records.
(b) CDC Study - 109,500 records.
(3) Personnel identification data (a) Epidemiological Study - 1800 individuals, 10,000 records.
(b) CDC Study - 1000 individual, 2,000 records.

2. A record consists of 80 characters, total records 153,400, which will cost an
estimated $41,600.
